In addition, we visited the Navy’s geothermal facility at China Lake to observe the activities of the Navy and the power plant operator. We also obtained information from the Navy on its geothermal exploration and development activities at the Fallon Naval Air Station. To verify the Navy’s oversight requirements, we obtained reports the power plant operator submits to the Navy. However, about the time the power plant operator's contract prices expired, the Navy's royalty rates increased from 10 percent to 15 and 18 percent, respectively, for electricity sold from each power plant.
