Abstract: . . . that wind energy might be more expensive than conventional power. A bill in the Colorado legislature would require the state's two investor-owned utilities, Xcel Energy and Aquila Inc., to obtain 15 percent of their power from renewable resources by 2020, including wind, solar, small hydroelectric and biofuels such as wood and crop waste. House Bill 1273, sponsored by Speaker Lola Spradley, R-Beulah, passed in the House this week by a 39-26 vote. It is awaiting action in the Senate. Previous legislative attempts to pass a renewable-energy mandate died amid concerns over the cost and the impact on . . . . . .
