In addition to increased demand for grant and rebate programs for renewable energy projects, the Illinois Commerce Commission (ICC) adopted the Governor’s Sustainable Energy Plan in July of 2005, which calls for increased renewable energy production in Illinois. Currently . . . . . . as well as research and development support through the Department of Agriculture and Illinois’ universities will also play key roles in the stable further development of bioenergy in Illinois. Page 11 11 Part IV: Report on Legislative Recommendations As energy prices unfortunately have continued to rise, demand for the Department’s Renewable Energy Resources Programs has also continued to increase at levels beyond which the . . . . . . The Solar Energy Rebate Program’s new guidelines took effect for projects installed on or after January 1, 2006 and will allow the Department to maximize state and federal incentives and eliminate unnecessary conflicts between such incentives.
